MOSS POINT, Miss. - VT Halter Marine must pay fines of $1.3 million for a 2009 explosion and fire that killed two workers and injured two others, according to the Occupational Safety and Health Administration. The incident occurred in November of that year in the inner bottom void of a tugboat that was being built at the company's Escatawapa facility.
