PASCAGOULA, Miss. -- Gov. Phil Bryant was in South Mississippi to break ground Monday on a $7.5 million blast and paint facility that will bring another 40 jobs to the VT Halter Marine's Pascagoula shipyard. Bryant kicked in $2 million in Hurricane Katrina funds through a Community Development Block Grant. VT Halter will invest about $5.5 million for the enclosed blast and paint facility that will be built at the north end of the shipyard at Bayou Casotte. (Sources:
