WASHINGTON - The Navy's shipbuilding program faces continuing challenges from cost growth and other issues, Adm. Michael Mullen, chairman of the Joint Chiefs of Staff, said at a breakfast meeting Thursday. Mullen also praised the quality of today's armed forces, but voiced concern about violence in Afghanistan.
